My instinct is that it's National that has "indicated right, and turned left" and is simply reneging on its promises to NZ First (and New Zealanders in general) in the Nat/NZ First coalition agreement. Maori never put water in pipes for distribution before Europeans showed them. So why are their descendants given some sort of cultural mandate over it? Furthermore the idea of it is antithetical to their belief systems. Add in the fraud, nepotism and incompetence and soon you will see water supply systems failing in NZ and then crisis. Just what you don't want for tourism dependent economy, the idea that running water is not a given.
